Chief Deputy Sheriff

Managed Corrections Bureau with 271 employees and a $51 million annual budget.

  • Developed first strategic plan for the Bureau and reorganized the management structure, which
    resulted in streamlined operations and improved accountability
  • Managed planning and State approval process for the construction of an $88 million jail addition
  • Coordinated with contractors and government agencies associated with all phases of the project
  • Established a culture of trust with the community and stakeholders through proactive outreach,
    communication and collaboration
  • Provided testimony before the California Legislature and conducted analysis of legislation
  • Developed remediation plan for Sheriff and County Counsel to respond to Federal Lawsuit over conditions of confinement and inmate medical care, most of was adopted for the eventual settlement agreement

Santa Clara County Office of the Sheriff

Commanded all specialized law enforcement units and teams. Managed up to 115 fulltime and 300 collateral duty employees and budgets up to $36 million.

  • Reorganized narcotic and gang investigations unit, which resulted in the largest illegal drug and asset seizures in the history of the Sheriff’s Office
  • Researched and obtained $7 million in competitive grants to fund new crime fighting and prevention initiatives, mentored subordinates in leadership, community problem solving and ethics
  • Worked with diverse agencies, jurisdictions and communities to address complex issues ranging from agricultural crimes to drug dealing, gangs, neighborhood conflicts and disaster response
  • Legislative Liaison for the Sheriff to the California legislature including assisting in the implementation of State Prison Realignment, worked with legislators and legislative staff to successfully amend, pass or kill bills
  • Regularly coordinated and collaborated with local, state, federal and international law enforcement agencies
  • Primary management representative in contract negotiations with public labor union
  • Lead negotiator on service and revenue-sharing contracts with Stanford University
  • Conducted oversight, command and coordination for major events and investigations at Stanford

  • Managed day-to-day operations of the Sexual Assault Felony Enforcement Team, Intelligence and Vice Units, Marijuana Suppression and Environmental Crimes Program, Air Support Unit, Search and Rescue Team, Operational Area Law Enforcement Mutual Aid, Joint Terrorism Task Force staff, Operational Area Homeland Security Grants, Bomb Squad, Crowd Control Unit and Sheriff’s Off Road Enforcement Team
  • Wrote the first Santa Clara County Operational Area law enforcement mutual aid protocol.
  • Developed concept for countywide multidisciplinary, multiagency task force (CMMTF), which is based on collaboration across first responder disciplines when responding to any type of public safety emergency or planned event
  • Conducted analysis of terrorism threats, NIMS, NRP and legislation for the Sheriff and US Department of Homeland Security
  • Managed $15 million in Homeland Security Grants, including coordination with all first responder agencies across all disciplines in the County
